ci: run the hdf5plugin LZ4/Zstd interop tests

The interop step built writer_h5py_tests without the lz4/zstd features, so the hdf5plugin round-trips added with the registered LZ4 framing and the Zstd content-size fix never compiled in CI, and CI never installed hdf5plugin. Co-Authored-By: Claude Opus 5.5 (1M context) <[email protected]>
